Helwan Question

I know this is a shot in the dark, but I have not been able to find any help about this issue anywhere...
I recently came upon a Helwan 9mm, an old Beretta copy.
When I go to pull the slide back, the hammer locks about an eighth of the way back, locking the hammer, the trigger, and the slide in place, making them all impossible to move until I manually pull back the hammer and finish cocking it.
Does anybody know what might be causing this issue? Any pieces that may be broken that cause this? Has anyone heard of this happening on a Helwan or a Beretta?
Any help would be greatly appreciated.
