I live in NYC (the most liberal hippie city in the US), and am a legal resident, and soon hopefully a US citizen. I am pro-2nd Amendment, and hence, I would like to apply for firearm (handgun), but first, I thought I would find now how the process works, and get some tips.
If anyone here, a NYC resident, would love to help me, I will greatly appreciate it.
I guess my first question is, do I have to own a place to be able to even apply for firearm? Is there a minimum time limit on how long I have to reside at an address?

Some resources for you. I think you have to be a US citizen but don't quote me on that
A quick note of personal experience. My father-in-law and brother-in-law applied for pistol permits and received them in 3-4 weeks. They're one county over from me. Two of my bosses applied for pistol permits almost a year ago and are still waiting.
Just to show that wait limits can vary tremendously.

i'll be brutally honest, if you really want your pistol permit, leave the city. I have mine and I cannot carry in the city unless i have special clearance from the various cominsioners. also depending on the county you'll greater or lesser ease.
truth be told the easiest county to get one in is my home county of St. Lawerence (six months residence) the hardest (i know of) is Delaware, you have to be a resident for five years and know people for at least five years.

In New York State,pistol permits are controlled by the individual Counties.Some are firearm friendly.Thankfully,Orange County,where I live,is one of them.
Be nice to your County Clerk.He/She has tremendous power,simply by having the time to help you;or be "busy".
I don't think that any of the five NYC counties are firearm friendly.

If you are in Sodom-on-Hudson, even in the military you're going to have a hard time getting a pistol permit. NYC is just about the most firearms-hostile city in the United States. From what I have heard, it's not how qualified you are, or what the laws read; it's who you know that determines A) if you can get a permit at all, and B) How quickly you can obtain one, and C) what kind of permit you can get.
northerndragon is correct. If you want a pistol permit, never mind a CCW permit, get out of the city, away from Long Island, and north of Westchester County. And even then, the rules and qualifications vary from county to county. The requirements of Delaware County northerndragon alluded to were pretty much those in my county until we got a pro-gun judge who pushed a new set of standards through that eliminated the five year requirements. He's pretty good about issuing CCWs, provided you're either a LEO or have held a Hunting & Target license for 5 years or more, provided you can give him a reasonable reason as to why you want one. And the pistol licenses in our county are good for life; none of this renew-every-five-years stuff.
But move one county north, and it's a different set of rules. There, all they issue are CCWs, but they have to be renewed every five years.
Move one county south, and the county government throws as many roadblocks in your way as they can. Among other things, you have to be a member in good standing of a recognized gun club; you have to own a pistol (even though you can't legally possess it until you have the pistol permit - there's more than a little Catch-22 about their rules) before you can get the permit; and you have to go through a 40 hour county-mandated safety course in addition to the required NRA pistol course. And they charge high fees for their permits, and require renewal every 5 years.
Truly, if you want to have a pistol permit valid anywhere in New York State (except the Five Boroughs, which recognize only New York City-issued permits), get out of the city and its immediately adjacent counties. Life is too short to deal with NYC's legal bullpuckey.
