Kentucky to release 567 inmates early
Monday, December 16, 2002 Posted: 6:59 PM EST (2359 GMT)

FRANKFORT, Kentucky (AP) -- The state plans to release 567 felons from jail before their sentences have been served to help balance a teetering state budget, the governor said Monday.

Gov. Paul Patton acknowledged the early release carries some dangers and will prompt objections from many, but said he must do what it takes to make up a $6 million deficit in the Corrections Department budget and much larger deficits across state government.

"It's not going to be pretty no matter how we do it," Patton said during a news conference.

The inmates will be released starting at noon Wednesday and again next week, an average of 80 days before their sentences have been served. The actual number may vary, depending on whether some have been given early release by judges or other factors.

The bulk of the inmates are now lodged in county jails, with 102 to be released from state prisons and another eight from halfway houses.

Deputy Justice Secretary Barbara Jones said the inmates were chosen for their short sentences and nonviolent crimes. Nevertheless, she acknowledged that officials expect at least a third of the inmates to return with new convictions. If that happens, they will also have to serve out the remainder of their current sentences.

The state pays jails $28.76 a day to house its inmates. Patton said the prison population has exploded and there are hundreds more inmates in county jails than the budget predicted.

The state inmate population in local jails will be kept at 3,736, which will likely mean new rounds of inmate releases each month as more felons are convicted and sent to serve their sentences, the governor said.

Patton said the state contracts with private prisons are being renegotiated to reduce costs.

Thumbs up

Sounds like a good source of labor is being laid off too early. Why not have them produce something of value which the state can use to pay for their jail expenses? Sounds too easy. There must be reasons why this isn't used more often.

Sounds like us in neighboring states should also be very concerned. I hope all of you who can carry have your permits and those of you in states that don't permit it have some way of defending yourself -- remember adults are considered incorigable criminals they can not be rehabilitated -- jail serves as a training ground for more crime.

Thumbs down THIS STATES MUCKED UP!!!

because of the budget crunch they are releasing minimal threat prisoners(what ever that is) closing two minimum security facilities, cutting back on State Trooper hiring.

state revenues down, things is bad but i do not see our millionare Govenor, and the legislature forfeting their pay and perks for the good of the citizenry!!!

Wes, as close as Papa G is to Lake Cumberland, there's no need for digging anything. If the Edmund Fitzgerald had sunk on Lake Cumberland, it STILL would be lost....

This is stupid. They should be sold to the highest bidder as INDENTURED SERVANTS. The employer should provide room and board, up to prison standards, and work them 10 hours a day. They can pay them maybe 1/5 of minimum wage, to be paid in lump sum when the contract expires, with it forfeit if the prisoner violates the contract.
