RCBS makes them,they are for sizeing the case to a absolute minimum for smoother feeding and extraction for Semiauto and Leveraction rifles.They (RCBS) named them small base dies and sells them and everyone that uses them likes them.

Seen some reloaders grind down their shell holders to be able to get another 1/10th inch of the case sized.
