If you slog through the text of the bill you will find that its intent is to deal with dire public health emergencies involving infectious diseases. This emergency must be declared by the government and can last for up to 90 days. It can also be extended if needed.
It states that a person believed to have been exposed to and possibly carrying that disease should be tested, vaccinated or treated. If a person refuses this they can be quarantined for the incubation period of the disease. IF A PERSON REFUSES! During a serious outbreak of a disease.
NOT a scenario where jack-booted storm troopers kick in your door and inject you with some vaccine.

You know, for all the times I've taken the flu shot, I've never gotten the flu. This is even with patients with known flu breathing in my face and coughing on me as I listen to their heart and lungs.
