The ball ammunition I bought for my cz-82 looks a little wimpy...are there any commercially available hollowpoint or ballistic-tipped self-defense rounds for 9x18 makarov?

The only hollowpoint loads that I know of are Silver Bear and Hornady, but they don't have a great reputation for expanding very well at 9x18 velocities. Most folks just recommend ball ammo for penetration. I load Speer Gold Dots for mine but haven't actually done any expansion tests yet.
There is a brand called "PowerBall'. It has a polymer ball on the tip to aid chambering and when it hits something, the ball helps expand the bullet. I can't remember the name of the company that makes it, but it is called powerball or Powr'ball. Something like that....it's late.
the Midway USA catalogue has a ton of ammo choices for the Makarov including frangible and something called "blue core". I think the Powerball is made by Blazer but I bought a whole box of dud (very inconsistent) Blazer hardball rounds recently and have become very dissillusioned with them.
