A damaged receiver can be taken to a qualified machinist and be repaired PROVIDED the registered owner is present at all times and never relinquishes control of the weapon. Actually, this is NOT all true...
He can remain present at an unlicensed Machne shop and have work done , but most will not work on weapons and are NOT Gunsmiths.
A Registered Machine gun can be legally repaired By any licensed FFL Gunsmith (01 /02) without the owner present , but the Gunsmith needs to have a copy of the Tax stamped Owners registration on hand in case of BATFE inspection. There is NO need for any Transfer.
He logs it in and out of his Bound books just like any other weapon and returns it Directly to the owner. If the receiver is "damaged beyond repair" then , the BATFE would need to be contacted for a ruling on getting it replaced with a Same Serial Numbered Receiver which may or may not be allowed by law...and is a grey area in the regs.
