Well, sure. They're not expecting to have to shoot in anger most of the time.

^ No, a police officer expects to shoot in line of duty, to save his/her own life, to save someone else's life, but not "in anger" EVERY TIME, fortunately it doesn't happen that way. The point is that if it was practical officers would carry long guns everywhere instead of the ballisticly deficient handgun.

I mean, most of the time police are not involved in gunfights. They carry handguns instead of long guns because they can. I handgun on a cop's belt is a lot more useful than the shotgun he left back in the car.
