yessir, it can. I was living in Seattle a few years back, and I had the occasion to obtain a restraining order on a lady that lived with me at the time. Just prior to getting the restraining order, i had placed my weapons in a pawn shop, so that the lady couldn't get her mitts on them. After all was said and done, I returned to the pawn shop. The owner told me I had a NCIC warrant on the account and could not get my guns back. It turns out that the lady in question told the court that I had struck her, and had drugs in the house. Neither was true, but it did not matter. It took over two years for that to get cleared up. Never did get those guns back. In my case, the warrant was lifted after 2 years, with no action on my part. Wish you all the luck, I think you gonna need it.
