LOL!! I just saw it on the internet is the only reason I know what it means!

Regnant Populi is latin for the people rule. It was on the Arkansas State seal during the Civil War.

Nemo me impune lacessit is latin for "No one attacks me with impunity". It is or was the motto of some Scottish regiments. Just thought it sounded cool

Loosely translated into Scots as "Fa dare mess wi me" or in English as "Don't F**k with us unless you want your heid in your hands!"
