on average how many times can you reload 9mm and 38 special

5 to 10 times, some people will load them more times than that..But I usually use it 2-3 times and get rid of it just to not risk case separation and cracking. A lot too depends on your loads...High pressure loads will stretch and weaken the brass faster...

the 9's don't seem to last too long.
i have gotten 40 sum loadings from a 38 special before, in testing.
it grew some but finally split at #40 a different brand gave 43 then done.
a light load and a cast boolit was used.
it started to really give up accuracy at 20 rounds and really needed annealing after 10 but that wasn't the test.
i could have corrected the accuracy by using a larger diameter boolit also. i found in the second set of tests.
but annealing the case mouths extended the accuracy by over 10 more rounds.
i just don't have the patience to anneal 38 special rounds.
so i go 10 times and done with target type loads.
in the 9mm it's about 3-4 then toss.

There is really just no way to tell, there are too many variables. What manufacturer of brass, mild or hot loads, light or heavy bullets, condition of the gun shooting them. I've had 9mm brass split on the first reload. (I'll never reload AMERC brass again!) I have 30 year old .38 special brass I have probably reloaded 50 times. All I can tell you is brass usually lasts longer than nickel plated.
