I take apart the rifle and put all wood parts aside then use mineral spirits to take the cosmo off the rifle, then boil the bolt in a pot of water. after using mineral spirits then use regular cleaning methods.

That Vaseline like stuff is just some sort of thin grease. Ive gotten a few with it and ive seen many that are covered in the stuff. Hope its a good shooter.
+3 on using mineral spirits. Just make sure if you get any on or use it one you stock to wash it off with soap and water or better yet use some Murphy's wood soap mixed with water to clean it when you're done.
Congrats on your find...

at a quick glance
on top of the reciver theres a star and it has a 43 stamped under the star and mod 39,, and on the mag theres something stamped but it too small to see it clearly.
also on the box it says russian sniper rifle 91/30 but it has no scope or a placed tapped to mount one.
going to start cleaning it this week end because of working the next 2 days will get befor and after pix. and hopeful be able to see all the little markings better so i can start the seach of the life of the rifle . ( i hope that you guys are as helpful with this rifle as the guys were when i got my mauser)

the star would mean it's made at the tula factory was there a 19 in front of the 43 for the date? don't know why the mag would say mod 39? we're gonna need some good closeup pics.
if it's an ex pu sniper, it'll have plugs inside the receiver. you can't see them from the outside cause they welded them and ground them flush. if it's an ex pu you have to look extra hard for the welded plugs farther forward on top of the reciever. ex snipers also will have serial numbers on the left side of the receiver lined out.

From the looks of it, you have a Tula 1943 receiver with an Izhevsk magazine. At some point the rifle was remanufactured because it has the later serial number including Cyrillic letters instead of the earlier numbers-only.
Regarding the cleaning: by all means use mineral spirits on the barreled receiver. But for the magazine, the floor plate and follower assembly and the bolt, a simpler method is to put them in a disposable aluminum foil pan, bolt head down and magazine upside down, and heat them in the oven at 200 degrees F. for an hour. That will melt all the cosmoline off the parts. Let them cool to room temperature and give them a washing with mineral spirits and you ought to be good to go. I find this saves time when I'm readying a newly-acquired milsurp that's been stored in cosmoline or heavy oil.
My buddy had got an m44 with the vasiline like stuff on it. No cosmo could be found. We just wiped it down with rags, cleaned the barrel with brake clean followed with some gun oil and it was good to go.

Tula did not typically stamp serial numbers on the left side of the barrel shank. Tula utilized 2 digit stamps, the "CH", or "CП" stamped somewhere around the Tula star on the top of the barrel shank to designate their snipers. Izhevsk stamped the serial number of the scope on the left side of the barrel shank. Izhevsk ex-snipers will usually have this number lined out. There are very rare, or else forged examples of Tula stamping the serial of the scope on the barrel shank in the same manner as Izhevsk did. Early examples of prototype snipers may or may not even have the marks.
As far as cleaning off any grease or cosmo, mineral spirits will do the job for all parts, metal and the stock. If it's on the stock, slosh some on a rag and wipe down, then wipe dry. Toothbrush can come in handy too. Wipe off any really thick stuff first with an old rag or the paper paper towels then use the mineral spirits. If you don't want to boil your bolt, you can drop the pieces in an old Gatorade jug, or the like with a lid and shake the parts around. The bolt body won't fit, gonna have to get in there with an old cleaning brush or something. But you can also use mineral spirits for that too.

what looks to you like "39" is actually cyrillic letters for "ZD" and is the beginning of the original serial number... photo looks like "ZD 44..." the floor plate of the magazine has "ZY" and then some numbers
