Carter was bad, but nowhere near as evil as the Clintons.

Carter was just plain stupid. Now he has come to realize that his administration will always be remember as weak and the low bar standard. He is trying to do anything to change his "legacy". As for stupid or evil, whats more dangerous a monkey with a machine gun or a terrorist with a machine gun? I wouldn't wan either around me.
