Yeah, go into any Big 5, GI Joe's or WalMart and they'll have a FREE copy of the hunting rules and regulations and a separate booklet for fishing and shellfish digging.
I've been wanting to get a small game license for a while now here in W. WA, but with my school work, I just don't have the time to go hunting. Nor do I know where or how in this area, so in that, I'm in the same "n00b" boat as you!

Hunter's Ed.
You fellows that are new to hunting, perhaps have never hunted before and/or have never before possessed a hunting license, be aware that you will not be able to acquire a hunting license until you have completed a Hunter's Education course somewhere, anywhere. It's a universal requirement. So, if you want get into hunting, sign up for a Hunter's Ed course locally. Hunter's Ed is a good thing, it'll help you keep yourself safe and help you from possibly hurting someone else, as well. Not only that, you will be in the company of other "newbies" and experienced hunters, too. It's from those experienced hunters, hunters who will be willing to help out a new hunter, that you will learn what you seek to learn.
Enjoy! msj
