I'll have to research again the exact details of the situation but not too many years ago the DPS here in Texas decorated a young man and presented him with what as I recall was a customized (for the State of Texas) Colt Government Mdl. As I recall the story seems this young fellow came upon a highway traffic stop where a State Trooper had been shot down and he stopped and if I remember right he killed the badguy just as he was about to deliver the coup de gras to the Trooper. Seems as I remember it the situation had the anti's howling for his prosecution for murdering the guy who shot the Trooper!

Here in Alaska, citizens can be deputized over the phone and make arrests. I was deputized as an Alaska State Trooper once to arrest an Individual that pulled a gun in a Restaurant , threatened to shoot people, and Discharged the Gun while 3 of us were trying to disarm him. I got the weapon, Arrested him, and it took 1-1/2 Hours to get a Uniformed officer on the scene...It was in a Very small remote town that had no LEO...

Shooting scores used in lawsuits, that is sad. Pass/no pass I can understand but lets raise the bar alittle. At twenty feet the officers I witnessed had a spread of about 12" and 18" spread. Under duress of a gun fight I wouldt judge them, but in a controlled enviroment at least maintain a spread under 6" at twenty ft. At twenty five I can shoot my whole clip making one big 3" hole in the center. If your job is to carry a gun results like this should be mandatory.
