I dont think you will have much trouble with recoil. If you are going for a 14 or 16 inch barrel it will soak up a lot of recoil.I have used a few heavier calibres in shorter barrels and think you should be right.Muzzle blast might be a different story.Tayloring a load to suit that length barrel has always been a bit of fun.Not many reloading books will supply info on using faster burning powders.I have been lucky in the fact i shoot silhouette and there are a bunch of older fellas who have done a lot of experimenting and will help you out.

I.H.M.S.A could be a good source of pistols and loading info aswell.

If I were going for anything in the .22 centerfire line especially .223,I would try for a 1in9" twist.Their standard barrel is 1in12" and maybe that is all they have but that pretty well limits you to no heavier than 55gr bullets, which are okay but I like to play around and would like heavier bullet capabilities. Also you mentioned .22-250.I see they have .204 Ruger which would give you about the same capabilities down range with a smaller cartridge, less recoil/muzzle blast. sam.
