Question Prairie Dogs???

I have an itch that need scratching...prairie dogs!

I have never hunted these varmints before and have a few questions:

1. Where is a good place to go?
2. What are the fees/licenses involved?
3. Do I really need a guide, or can I hunt public land and find a good spot by myself?
4. Will a .223 Rem be enough gun?
5. What time of year offers the best opportunities for beginners?
6. Do I need a spotting scope, or will binoculars do?

From what I hear, South Dakota is no longer the place to go. $100 for license, $100 per day for a guide (who are we kidding?? "Yep, those are prairie dog holes." "I'll be right here backing you up with my .416 Rigby double rifle in case you miss that charging prairie dog!" Wyoming may be getting the lost revenue instead of S.D.
