Ok, this assumes a scenario where there is a national emergency in which We The People and government entities are on the same side, and need to defend the country against some sort of hostile forces from without or within.

Now there are laws about maximum caliber of rifles, and about how much explosive charge a projectile can contain that is not produced for military only. Currently the military uses rounds such as 20mm for explosive and anti-equipment use. Such weapons are restricted from civilians under the NFA. Meaning not much would be gained by using such weapons that are already in civilian hands. But 12ga shotguns, while far from the power of 20mm, seem like not a bad idea for new explosive or anti-equipment loads. Suppose a government agency or an authorized developer of military technology could produce a stash of such rounds for use in civilian 12ga shotguns in a case of national emergency?

Since 12ga shotguns are probably the most prevalent type of firearm in the country with any significant power, to make every 12ga shotgun in the country usable as a rapidly reloadable explosive launcher could be a pretty good idea for national defense.

Smart? Stupid? Already been done?

Unless you have one with a rifled barrel, accuracy at range would be the main problem. In an urban setting, it wouldn't matter that much, but get out into the burbs.....
