Pre-Ban AR-15 Match HBAR

I currently have the opportunity to purchase a certified pre-ban Match HBAR. It has the 1 in 7 twist barrel and A2 compensator/suppressor but no bayo lug. Seller states it was built in early 94. What I would like to know is how much is too much to spend and what is the difference between a blue lable and a green lable Colt? Any help would be great!:assult:
