I found two rifles that are basically the same price and am wondering what you would choose? Both are in .308 caliber and would be used for target shooting, sihlouette shooting exclusively (no hunting). I know optics (and shooter skill) are important but as far as the base rifle goes right out of the box, which would you choose and briefly why? Thanks in advance.

They are both fine rifles. Go with the one that feels right.

I have a Remington 308, glass stock, varmit wt barrel that is the most accurate out of the box rifle I have ever owned (and I've owned more than a few over the years)

I own 3x as many Remington rifles as I do Savage rifles. They are both great gun companies, but I vote Remington as well. Especially when we're talking about the M700...it's one of the best rifle designs ever conceived.
