It depends on the gun's condition, the quality of the ammo, and the skill of the shooter.
My Yugo SKS is far more accurate than my pitted-bore Finn M39 Mosin.
But my Hex-receiver M91/30 is far more accurate than the SKS.

My M44 Mosin carbine is on a par with the Yugo SKS.

Assuming both are in good condition, the M91/30 is more accurate--hands down. I've seen a scoped M91/30 (no other mods) shoot the little lid off of a plastic oil bottle at 100 yards before.. 2nd shot.

My M91/30s are both much more accurate than my SKS. Of course, I am a bit more accuracy concious when shootng the M91/30s, so that may well be a factor.
