If you're in the market for a semi-auto shotgun with limited magazine capacity, go with the progenitor to the 1400: the Remington Model 58 or the 878. They have a much better feel, IMO.
Maybe I'm just partial to Remingtons but I've always found the Winchester 1200 and 1400 to have a very cheap feel to them.
At the very least, the Remingtons have a more ergonomic bolt release. Hell, the Remingtons are more ergonomic, period.
Personally, if I was hopping from pawn shop to pawn shop, I'd be looking for a Remington 11-48. Long-recoil action, like the Browning A-5/Remington Model 11, but with streamlined reciever. I'd even go for a Sportsman 48, since all you have to do is drill out that dimple in the magazine tube.
